I called a council for "Unite behind me as Supreme Leader" and of the remaining four factions, three agreed but the Hive rebelled. It took me seven turns to eradicate the Hive. Shouldn't the game end at that point with Diplomatic Victory?

Mine did not and I would have had to go 20 more turns to corner the global energy market, but I completed the ascent to transcendence two turns later.
