Maybe I'm slow, but I noticed in my current game.{ V2.0, I want to finish it before I install 3.0 patch} that both the Hive and the Spartans have constructed bases on ocean tiles, as opposed to ocean shelf tiles. Is this supposed to happen? I always thought not. Hmm, can I do it too?
Didn't think to check on that, came straight to the boards. Later.

I've successfully built bases on ocean tiles. You can't plant kelp on ocean tiles, but you can build bases. That may be the source of your confusion.
