The AI apparently treats gravships as normal air units including not willing to conquer an undefended enemy base that it is adjacent to.

I was fighting a war with the Believers as the University, and it sent four gravships toward one of my city. The first eliminated its defender. The other three flew around looking for targets even though any of them could have taken the city.
