I'm playing a game where the Peacekeepers were eliminated fairly early. Now, whenever I try a spy mission, I get the "do you want to frame somebody?" choice, and it's always to frame Pravin Lal of the Peacekeepers, who isn't in the game anymore.

This has been noted before, and I believe Firaxis has stated that this will be fixed in v3.0
