One thing that is particularly annoying is when a Pact brother/sister constantly gives you their cruddy units. It takes support minerals from the city.
Often I have had *good* units lost at the front of a war because units are given to me.
Perhaps the solution should be:
If the city can not support the new unit, you can not give it to the player.

Hey, I wonder whether you can use that strategy in reverse: Pump out hordes of cheap 1-1-1 units, march them to the border, and give them to an 'ally' whose armed forces you want to silently scuttle. Hmmm... :-)
