I tried to bomb a city that was without units inside, but it was not possible.
It said that air units cannot conquer cities.

Is there a possibility to overcome this problem ?

Wait till the city produces another defensive unit.

You can't bomb nothing, a city with no units in it equates to nothing left to bomb. Or look for a unit somewhere nearby the city and target that, that'll do. Unless they give the buster a special case like some other units, then it will behave the same way other air units do. Just a bit more powerful...

I have to say I was awed when I first saw the explosion of one of those things. I'm still waiting to see if I can get away with the atrocity during sunspot activity like I have with base obliteration and nerve stapling. And their use should affect the climate, etc. in some negative way (unless I'm missing something).
