I was sweeping toward transcend when I noticed that most of my cities, which were set to "build", kept cranking out 'Isles of the deep'. If I toggled governor modes then the AI usually got it and got back to behaving rationally

I was sweeping toward transcend when I noticed that most of my cities, which were set to "build", kept cranking out 'Isles of the deep'. If I toggled governor modes then the AI usually got it and got back to behaving rationally.

Has anyone else had this problem?

Is there anyway to tweek what the AI considers important? Is "build" for factions tied to their social agendas? If these agenda are randomized do the builds check the social engineering or do they go by the names?

BTW, LAL on a standard map w/standard rules, 16m colors at 1024x768.

You can click on the little arrow icon next to the governor icon to tailor it's behavoir even more.

I'll second that ... what is it about the "build" governor and transport units? I thought build referred to growing the current city, not going elsewhere!

I have noticed that the governor will generally build what is right, but as soon as you go to war, they will set themselves to something similar to conquest, while sticking on the build button. I had about 30 citied casually building themselves up, then those bastard believers walked up and declared war on me cuz i wouldnt let them extort money from me. A few turns later, i noticed my standing military had about tripled(I had almost no military up to that point) either there is a bug that sets all governors to conquest when you go to war, or they just get very patriotic and want to do their part to win the war
