I have efficiency of +7 I have a city with 107 energy yet it only gets 2 energy to use after inefficiency.
Ok it is on the other side of the world but consider real life, you establish a smaller company in Britain you send it some money would you expect that even with the fact that your delivery systems are not as good as those of a +7 efficency system you would NOT EXPECT TO LOSE OVER 50% !!! of the money. So dont make this happen in the game.
P.S. if you do not answer expect to die.!!!

How many bases do you have total? After a certain stage your inefficiency goes up horribly as you add more bases.

Oh, now THIS is the way to ensure a polite and rational response. Though Brian and Jeff have exhibited superhuman amounts of patience with rude, demanding people, I almost hope they'll ignore you as a matter of principle. :-/

Ok so sorry I was annoyed with the game, and wanted to see what response I would get.
Jamie, no I dont have over the number of bases for burocracy. Also a point of note is the fact that beaurocracy does take acount of the map size yet efficiencys doesnt.
Another point to add is the fact that if I could for example go and "hire" some Spartans to go and take over my H.Q. I would actualy earn more money as the equation counts all distances as 16. A final point is that why should a faction with full understanding of "Planatry Econmies" and a positive efficiency at any point lose all energy through inefficiency.
