I have a save to document this, but the Ascetic Virtues Special Project DOES NOT increase my police rating at all! I'm Gaian, on a huge map, talent level, running the patched version. I don't know if this has been posted before, I did see someone mention something about police not working right a few days ago, though.

Never mind this, I found the problem was a change I made in my game settings. Sorry!
