If you agree to upgrades when asked by your production manager, those units get to move that turn, but if you upgrade a unit individually, it uses up its movement for the turn. IIRC, if you upgrade a type from within the workshop, you also retain movement.
To maintain some consistency, perhaps upgrading a unit (ctrl-U) shouldn't use any movement...
