Playing on TRANSCEND level as UoP. Forced surrender from Hive, Believers, Spartans, and Gaians, with Peacekeepers elimitated(captured). Game did not end with capture of Morgan. Victory by Conquest is enabled.

I posted a similiar message (Titled "Is this a Bug?") on 02-19-99. Jeff Morris asnswered to say that the AI may not honor it's own surrender if you have done anything that it percieved as bad. I didn't think I had done anything bad, but Miriam had. When I re-attacked her and she surrendered, the game ended as expected.

Rick, I am not sure what BAD is. I have not committed any attrocities and I am allowed to move units freely through ALL of the surrendered faction's territory due to PACT status. If this "feature" isn't addressed, accepting surrender becomes a VERY unattractive proposal.

The problem is the 3 faction cooperative victory condition. Can a victory by conquest be made with surrendered factions?
Here is what I found.

Test #1.
Kill off Morgan.
Break Pact with Gaians and Hive.
End turn.
Kill Gaians.
Result - Cooperative victory.

Test #2.
Kill off Morgan.
Break Pact with Gaians.
End turn.
Kill Gaians.
Break Pact with Hive.
End turn.
Kill Hive.
Result - Cooperative victory.

Test #3.
Kill off Morgan.
Break Pact with Gaians and Spartans.
End turn.
Kill of Gaians.
Result - Cooperative victory.
