I think it should only give +2 on the Probe table instead of giving total immunity to probe actions.

Live with it. Just like Civ2 WOWs, many of the Secret Projects in Alpha Centauri are unbalanced. Some are too powerful, while some others are useless. It is impossible to create a game where all elements are perfectly balanced. Part of the challenge for the player is to figure out which Secret Projects are good and which aren't.

The hunter-seeker just gives you a defensive Probe 3. Your offensive probe is unchanged. Think of it as a +4 only half the time. Compare this to the cloning vats, which sets your growth to +6 permanently, AND elimines the -2 industry penalty for power and the -3 (?) support for thought control.
