I wanted to cede a pesky base of mine that was getting hammered to one of my allies, but the window on the diplomacy screen asking which base to cede does not scroll. The one I wanted to cede sort of flickered at the bottom of the list, and when I clicked it, I found later that an entirely different base not even on the visible list was the one actually ceded.

It's fixed in the next patch. You can highlight one of the options and use the arrow keys to scroll currently though.
