This isn't so much as a bug, probably, as questionable AI, but here goes...The Spartans had knocked the Hive down to two bases, neither of them the Hive HQ. I, Gaian, came in and started conquering Sparta, and then threatened Yang into surrendering one of his two remaining bases. The next turn, just out of curiousity, I threatened him again and he gave me his last base, eliminating him from the game. The Hive and I were not at war at the time.
Needless to say, this doesn't make much sense; why would a faction threatened with elimination destroy itself? Also, when Yang surrendered his last base, I wasn't shown the same movie that I saw when I conquered Miriam, and nothing was added to my monument. It seems like, even if there is some justification for giving away his last base, it should count just like any other faction elimination. Has this happened to anyone else?
