I've been upping my player level each time I play a new game while changing my character. This time around, I'm playing at level 4 (I think it's the Librarian level) as the Hive Mind. One of the most annoying bugs is that the city Governor is totally screwed. Specifically,- Selecting Explore, Develop, Build, Conquer doesn't cause the Governor to choose anything resembling those goals. I tend to prefer Build, but the darn thing is always prompting me to build things like Planet Busters and other conquest things while my infrastructure is darn near empty.
- The Governor's initial choice is hardly ever repeatable. If I've got Build mode on, when I enter the city, it might suggest some Mindworms. If I click on another goal (say Conquest), the Mindworms might remain. But, when I go back to Build, the Governor suggests another thing to build. Sometimes that suggestion even matches the goal (not very often though).
- A large proportion of the time, the Governor suggests some form of Planet Buster (no matter the goal). I don't want to build these things. I went into the weapon design area ("U") and obsoleted the thing away. A couple of turns later, it was back again.
- In my previous levels of play, I didn't notice this degree of Governor stupidity. The choices didn't really match the goals, but not to this extent. I'm pretty sure the non-reproducibility of the Governor's initial choice wasn't there.
