I've been upping my player level each time I play a new game while changing my character. This time around, I'm playing at level 4 (I think it's the Librarian level) as the Hive Mind. One of the most annoying bugs is that the city Governor is totally screwed. Specifically,

- Selecting Explore, Develop, Build, Conquer doesn't cause the Governor to choose anything resembling those goals. I tend to prefer Build, but the darn thing is always prompting me to build things like Planet Busters and other conquest things while my infrastructure is darn near empty.

- The Governor's initial choice is hardly ever repeatable. If I've got Build mode on, when I enter the city, it might suggest some Mindworms. If I click on another goal (say Conquest), the Mindworms might remain. But, when I go back to Build, the Governor suggests another thing to build. Sometimes that suggestion even matches the goal (not very often though).

- A large proportion of the time, the Governor suggests some form of Planet Buster (no matter the goal). I don't want to build these things. I went into the weapon design area ("U") and obsoleted the thing away. A couple of turns later, it was back again.

- In my previous levels of play, I didn't notice this degree of Governor stupidity. The choices didn't really match the goals, but not to this extent. I'm pretty sure the non-reproducibility of the Governor's initial choice wasn't there.

Plus, changing goals resets all the Empaths/Drs./Transcends to zero and gives me back all my Drone rioters. I'm not sure if this is a bug or a "feature." If it's a feature, it could be implemented a bit better. For instance, when coming back to the original goal, it should put those things back the way they were originally. Personally, it ought to just leave those things alone.

Click on the governor title bar and tailor what it can and cannot build. You can prevent it from building any military units at all if you wish. I'll look into the specialists being reset.

It's not really the title bar, it's the little arrow thingys on either side of the word "Governor." I should have realized that. I knew clicking "Governor" would turn the Governor on/off, but not that the selections were customizable. The customizations should certainly help. But, still that Governor needs a brain transplant. Thanks.
