For the life of me I cannot figure out how to give either a base or unit to another player in a PBM game. Could someone give me a clue please?

You can give a unit in hotseat (I'm playing with the 2.0 patch). It just randomly transforms itself into a different unit design, even when both sides have the same techs and available design slots.
You can give a base by scripting a war off line, but then someone's rep is hurt. Not the best way but ...
