I was going thru my design workshop and decided to retire some outdated designs. When I returned to my map screen I noticed that every single unit that had been produced from those designes was now GONE. I did not ask for the mass scrap of active units. I was just retiring the designs so that governors would produce more up to date units. Is this normal..did I miss something in the manual that says that retiring obsolete designs gets rid of all active units too?

Speaking of the design workshop..what's up with the red numbers with exclamation points after cost. I was recently trying to design a garrision unit and everything but psi armor gave me a red cost indicator wether it was the same cost value or not.

Use the Obsolete button if you don't want to scrap your existing units. Don't retire them unless you don't have any more or decide that you won't miss them if they are scrapped.
