I was having severe stuttering problems in all versions of SMAC even after trying all of the fixes suggested on this board.
I recently bought a new hard drive and installed Win98 and everything else from scratch. When I fired up SMAC, there were no stuttering problems. I guess it was something in Win98 that was causing the problem...
