I've observed the following in IP multi-player. When a supply crawler operation completes negatively--say you decline the resource selection dialog following O or you attempt to gather from a citizen owned square--then subsequent actions result in a message like "previous action is being resolved on another machine".

At this point, you can't move any units. Also, you can't give up the turn. The turn complete button flashes, but the game doesn't proceed.

I've had the same problem.
If you try to use a square already in use(and you can't see another crawler when the first crawler is blinking) the game will not allow you to continue. You can save the game, restart and then continue.

This is not a windows or a LAN problem
