I've seem to have a problem with govenors and player designed units. I designed a transport helicopter with repair capabilty. Next turn I notice that several cities put that unit into production. It seems that everytime I design a unit govenors will start building that unit no matter what their priority is. Governors on BUILD seem to be the most prone to wandering off their designed course. I'm always having to change the production for they are always trying to build defensive troops or newly designed units when I'd rather have them building facilities.

I'll second this....What's the point in having those priorities if we can't count in the AI actually following them?
I was a HORRIBLE design decision not to have a governor function that wouldn't build units.

Not to mention the fact that when it does build facilities, they seem to pick them without any insight in what the base really needs, I had the governor start building an energy bank in a city with 2 energy income, and no other buildings produced! (not to mention the fact that the bank would take 30+ turns to build...)

Firaxis, do something about this, They governors are simply useless unless you don't care at all about how the city will develop.

A question:
How did this get past betatesting?

How did the "figthers on guard" and the "automated sea formers" ever get past?
My figthers fly off in a random direction and my sea-formers will rather travel half-way around the world to clear an unobstructive patch of fungus (all of my 20 seaformers racing for the same spot simultaniously) than build a farm for a starving city just beside them...
