Every time I go to steal a technology and it offers me the option of blaming another faction, the only factions it lets me blame are ones that have already been eliminated. This isn't a very effective way of distracting an enemy.

This is, apparently, a known bug with v2.0
Hopefully there will be another patch soon with this fix (along with several others).
