Has anyone else noticed that the computer doesn't seem to build satilites even with the technology, or when they desperately need them?

I have the same problem...i was really impatient to destroy computer's satilites but it didn't want to build satelites...

I have seen the computer build satellites, but not nearly as many as I would have if I were playing their faction.

Also I have noticed that although the odds are supposed to be 50%, that is is much more difficult to destroy an opponents satellites. Has anyone else noticed this?
