After having researched the requisite techs, I have never been able to build the skunkworks facility. Anyone else had this problem?

Skunkworks allow free prototypes, i.e., if you have never build a certain weapon, chassis, or armor before, the unit that uses one of these will have its cost increased by 50%. In the easiest level, prototypes are free, so the Skunkworks are not needed.

Also, the Spartans pays no extra for prototypes and have no use for the Skunkworks.
